The National Tender Board (NTB) was established in November 2004 in accordance with Section 16 (1) of the Procurement Act 2003 which came into effect in November 2004, with the signing of the Order by the Minister of Finance. The NTB has contributed to the modernization and management of the public procurement system with the following results:
• The adoption of the legal and institutional framework,
• The adoption of the first capacity development strategic plan in public procurement
• The adoption of the road map of the final decentralization process of public procurement operations and
• The development of procurement operational tools for all budget agencies that will facilitate implementation of the Procurement law.
The NTB mainly focuses on regulatory measures, monitoring and building capacity in public procuring entities. The aim of the NTB is to facilitate the establishment and implementation of regulatory environment conducive to transparency, economy, efficiency, openness, fairness and accountability in public sector procurement.
